מדיניות השכנוּת האירופית משקפת את כוונת האיחוד האירופי לפתח יחסים אמיצים יותר בינו לבין שכנותיו, ובכלל זה מדינת-ישראל, אשר אינן צפויות לעת עתה להצטרף אליו כחברות. מטרת התוכנית, מנקודת-מבטו של האיחוד האירופי, היא לחלוק עם שכנותיו באירופה ובאגן הים התיכון את היתרונות הכלכליים והאחרים הגלומים בפרויקט האינטגרציה האירופית, ובכך לתרום ליציבות, לביטחון ולשגשוג הכלכלי באיחוד האירופי ובסביבותיו. מאמר זה מבקש לבחון את השפעותיה האפשריות של מדיניות זו על תבנית הנוף המשפטית, הכלכלית, החברתית והפוליטית של מדינת-ישראל, אזרחיה וכלכלתה.

The EU’s European Neighborhood Policy and the Possible Impact on the State of Israel’s Legal, Political, Social and Economic Landscape

The European Neighborhood Policy reflects the European Union’s intention to develop stronger relationships with neighbors (including the State of Israel) who are not presently expected to become members of the Union. The goal of this plan, from the European Union’s viewpoint, is to share the economic and other advantages embodied in the European integration project with its neighbors in Europe and in the Mediterranean basin, and thereby contribute to the stability, security and economic prosperity of the European Union and its surroundings. This article examines the possible impact of this policy on the legal, political, social and economic landscape of the State of Israel.
